MadoquaPower2X
MadoquaPower2X will harness renewable energy across two development phases to produce green hydrogen and ammonia on an industrial scale, establishing it as one of Europe’s largest green fuel projects. Located in the Sines energy and technology hub, the project is led by a consortium composed of Madoqua Renewables, Power2X, and Copenhagen Infrastructure Partners (CIP), through their ETF I Fund. The Consortium is committed to delivering the Project with the highest standards of environmental and safety practices in its development, installation, and operation.
- Phase 1: Featuring 500 MW of electrolysis capacity, this initial stage will produce ~51,000 tons of green hydrogen and 300,000 tons of green ammonia annually, representing an investment of €1.3 billion. By displacing fossil fuels, Phase 1 is projected to avoid ~430,808 tons of CO₂ emissions per year.
- Phase 2: Expanding to 1.2 GW of electrolysis capacity, the second phase will increase production to ~150,000 tons of green hydrogen and 1,000,000 tons of green ammonia each year, bringing the total investment to €2.8 billion. Phase 2 is expected to reduce CO₂ emissions by ~1.3 million tons annually.
Together, both phases will create 265 direct jobs and over 6,000 indirect jobs, contributing to sustainable economic growth in the Sines Area. Aligned with EU Taxonomy standards, MadoquaPower2X will play a crucial role in fortifying Europe’s independent energy infrastructure.

The project will play a pivotal role in advancing the goals of the Portuguese National Hydrogen Strategy.
